Understanding the role of open data in urban governance: From smart to open cities.

BACKGROUND

Since 2010, the Indonesian government has implemented several e-government initiatives to increase government transparency and responsiveness. An increasing degree of Internet penetration, particularly through mobile phones, is enabling citizens to provide feedback on public service delivery in real time. In Jakarta, there is already concrete evidence of the impact of applications being used to navigate pressing problems, for example, traffic congestion (Waze) and floods (Peta Jakarta), as well as address citizen complaints on poor public services (Qlue).

In this project, the Centre for Innovation Policy and Governance is looking at how these initiatives affect the interaction and relationship between government and citizens, and their corresponding impacts on public service delivery and citizen participation. This research looks at Jakarta for the case study, as it has the most integrated public service delivery system in Indonesia.

Under Governor Ahok’s leadership, Jakarta has been promoting and implementing a transparent and responsive government. In 2014, Jakarta launched the Smart City initiative, integrating several tech-enabled urban governance activities into one channel. These Smart City applications, which include those aforementioned, are also available for download, opening the door for wider public access and participation. However, despite most citizens using smartphones, only a few are aware of and understand the benefits of having access to these tools.

CIPG aims to understand how the existing initiatives within or outside of the Smart Cities programme benefit citizens. This research also looks at how these initiatives lead to the process of data creation, data sharing among city government agencies, and data use among decision makers – both at the government and citizen level.
