Young Innovations in Nepal

Exploring the adoption of open data to bridge the information gap between government agencies, parliamentarians, and citizens.

BACKGROUND

This research explores the rationale of adopting open data practices in the budget and project implementation processes to bridge the information gap between government agencies, parliamentarians, and citizens. With our support, Young Innovations is seeking to identify the data needs of each stakeholder to implement tailored open data solutions, while documenting stories of enhanced government accountability and civic engagement.

There is great potential in this research, especially in determining methods and processes for improving transparency and accountability through the release of relevant government budget and expenditure data. Expected outcomes include:

  1. Government agencies become more accountable to parliament and to citizens by enforcing transparency and accountability practices using open data.
  2. Parliamentarians become better equipped with relevant data in a timely manner, leading to more meaningful dialogues with government agencies.
  3. An open data engagement model made available for wider adoption, initially focusing on government budgets, expenditures, and tracking progress.
  4. Citizen groups, especially those who are marginalised, gain access to government data and information that will enable them to meaningfully engage with their government through offline tactics including posters and focus group discussions.
