We took on the challenge of listing down five out of the many Lab highlights for 2015. To know what they are, read on!<\/p>\n<ol>\n<ol>\n<li><b><b>We celebrated our official launch!<br \/>\n<\/b><\/b>The <a href=\"http:\/\/labs.webfoundation.org\/recap-we-had-a-successful-launch-event-over-a-week-ago\/\">Open Data Lab Jakarta officially launched<\/a> on 5 February. The event at the Sari Pan Pacific Hotel in Jakarta was bustling with over 130 distinguished guests from government institutions, international and local organisations, civil society, media, and partners from across the Asia-Pacific region. <a href=\"https:\/\/www.flickr.com\/photos\/128334607@N03\/albums\/72157649073042074\">Highlights of the evening<\/a> included the \u2018rice cutting\u2019 ceremony, performances of Indonesian traditional dances, and guest presentations from our partners from across Indonesia, India and the Philippines. For us, this official launch emphasised our commitment to advancing open data in the Global South, particularly in Indonesia and Southeast Asia.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-868\" src=\"http:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/02\/OD-Jakarta-Lab-Formal-Launch-1.jpg\" alt=\"OD-Jakarta-Lab-Formal-Launch (1)\" width=\"1600\" height=\"1078\" srcset=\"https:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/02\/OD-Jakarta-Lab-Formal-Launch-1.jpg 1600w, https:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/02\/OD-Jakarta-Lab-Formal-Launch-1-300x202.jpg 300w, https:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/02\/OD-Jakarta-Lab-Formal-Launch-1-1024x690.jpg 1024w\" sizes=\"(max-width: 1600px) 100vw, 1600px\" \/><\/li>\n<li><b><b>We facilitated the development of a regional open data agenda<br \/>\n<\/b><\/b>Parallel to the launch, we also <a href=\"https:\/\/www.flickr.com\/photos\/128334607@N03\/albums\/72157649056099093\">held the first Regional Open Data Agenda-Setting for Asia workshop<\/a> from 4 to 6 February in Jakarta. The event brought together participants working in various sectors from over eleven countries across Asia-Pacific. Joined by members of the Web Foundation Open Data team, we developed <a href=\"http:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/04\/ODAsia2015_WorkshopReport.pdf\">an agenda for open data for the region moving forward<\/a>.This workshop was conducted as part of the <a href=\"http:\/\/webfoundation.org\/2014\/11\/launching-research-opendata-asia-and-africa-oddc-3\/\">Harnessing Open Data to Achieve Development Results in Africa and Asia project<\/a>, and gave birth to <a href=\"http:\/\/labs.webfoundation.org\/projects-2\/odasia2020\/\">Open Data Asia 2020<\/a>, which laid the foundation for the selection and design of <a href=\"http:\/\/labs.webfoundation.org\/gaining-momentum-five-lessons-from-open-data-practice-in-southeast-asia\/\">research projects<\/a> with partners in <a href=\"http:\/\/younginnovations.com.np\">Malaysia<\/a>, <a href=\"http:\/\/younginnovations.com.np\">Nepal<\/a>, <a href=\"http:\/\/cipg.or.id\">Indonesia<\/a>, and the\u00a0<a href=\"http:\/\/localgov.up.edu.ph\">Philippines<\/a><a href=\"http:\/\/cipg.or.id\">.<\/a><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-910\" src=\"http:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/03\/rw6.jpg\" alt=\"rw6\" width=\"784\" height=\"461\" srcset=\"https:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/03\/rw6.jpg 784w, https:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/03\/rw6-300x176.jpg 300w\" sizes=\"(max-width: 784px) 100vw, 784px\" \/><\/li>\n<li><b><b>We moved from pilot to policy in Banda Aceh<br \/>\n<\/b><\/b><a href=\"http:\/\/labs.webfoundation.org\/projects-2\/foi-od-aceh\/\">Our project in Banda Aceh<\/a> took a leap this year. With the finish of the first two phases focusing on education and health services, we published our first <a href=\"http:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/09\/Lessons-Learned-FOIODAceh.pdf\">Lessons Learned Paper<\/a>. Additionally, in November we participated in the \u201c<a href=\"http:\/\/www.adb.org\/news\/events\/governance-cooperation-fund-open-government-partnership-knowledge-exchange-and-learning\">GCF Knowledge Exchange and Learning Event<\/a>\u201d organised by the Asian Development Bank. Here, we experienced firsthand the growing interest in the \u2018<a href=\"http:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/09\/How-to-Guide-FOIODAceh.pdf\">Responsive Open Data Model<\/a>\u2019 we used for this project detailed in our <a href=\"http:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/09\/How-to-Guide-FOIODAceh.pdf\">How-to Guide<\/a>. These papers, along with results from the earlier project phases, and using inputs from case studies around the world, led to our current third phase, which delves into the creation of a legal framework for open data. Together with the City Mayor, and using the Jakarta <a href=\"http:\/\/www.jakarta.go.id\/web\/produkhukum\/download\/3454\/PERGUB_NO_181_TAHUN_2014.pdf\"><i>PerGub<\/i> 181\/2014<\/a> as reference, the goal is to create a <i>Perwali<\/i> or City Mayor\u2019s Decree to make government agencies in Banda Aceh proactively publish their data. This has also been brought about by findings and research showing that <a href=\"http:\/\/webfoundation.org\/2015\/08\/open-data-has-major-impact-at-the-local-level-new-research\/\">the most effective means to ensure the open data initiative\u2019s sustainability is to provide a legal basis for proactive disclosure<\/a>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-746\" src=\"http:\/\/labs.webfoundation.org\/wp-content\/uploads\/2014\/12\/151214_3.jpg\" alt=\"151214_3\" width=\"894\" height=\"297\" srcset=\"https:\/\/labs.webfoundation.org\/wp-content\/uploads\/2014\/12\/151214_3.jpg 894w, https:\/\/labs.webfoundation.org\/wp-content\/uploads\/2014\/12\/151214_3-300x99.jpg 300w\" sizes=\"(max-width: 894px) 100vw, 894px\" \/><\/li>\n<li><b><b>We helped civil society use open data for fiscal transparency<br \/>\n<\/b><\/b>October marked the culmination of our <a href=\"http:\/\/labs.webfoundation.org\/projects-2\/od4t\/\">Open Data for Transparency (OD4T) project<\/a>. Kicking off in June 2014, the OD4T project had us working with four civil society organisations from Indonesia and the Philippines, with the goal of capacitating them to effectively use open data in their fiscal transparency advocacies. With each of our partners\u2019 and the overall projects\u2019 lessons learned identified, we put together a <a href=\"http:\/\/labs.webfoundation.org\/resources\/lessons-learned-papers\/\">Lessons Learned Paper<\/a>, which inspired the <a href=\"http:\/\/labs.webfoundation.org\/resources\/how-to-guides\/\">How-to Guide<\/a> that outlines the model we used to implement this project. We also have partner interviews in the line up and all these will be released in January 2016, so watch out for them!<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1046\" src=\"http:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/08\/Projects-OD4T.jpg\" alt=\"Projects-OD4T\" width=\"968\" height=\"518\" srcset=\"https:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/08\/Projects-OD4T.jpg 968w, https:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/08\/Projects-OD4T-300x161.jpg 300w\" sizes=\"(max-width: 968px) 100vw, 968px\" \/><\/li>\n<li><b><b>We built new partnerships across Indonesia and Southeast Asia<br \/>\n<\/b><\/b>2015 was peppered with conferences, workshops, trainings and events. While we would love to talk about them all, a few stood out.<\/p>\n<ul>\n<li><a href=\"http:\/\/opendatacon.org\/\"><b>3rd International Open Data Conference<\/b><\/a><b> in Ottawa<\/b>: our team members presented at the conference, stimulating a <a href=\"http:\/\/labs.webfoundation.org\/iodc15-day-1-is-there-a-need-to-reframe-the-open-data-discourse\/\">critical dialogue<\/a> for how open data is approached in the Global South using the Lab\u2019s on-the-ground perspectives. Quite often, we forget that the resources, cultures, organisations, and capacities differ from context to context\u2014and this is where we also come in to test different models and see which would work best in each situation.<\/li>\n<\/ul>\n<ul>\n<li><a href=\"http:\/\/labs.webfoundation.org\/gaining-momentum-five-lessons-from-open-data-practice-in-southeast-asia\/\"><b>Research Partners Workshop<\/b><\/a><b> for Southeast Asia<\/b>: \u00a0as part of our <a href=\"http:\/\/labs.webfoundation.org\/projects-2\/odasia2020\/\">Open Data Asia 2020<\/a> program, we kickstarted four new projects in the region with our partners <a href=\"http:\/\/cipg.or.id\">CIPG<\/a> (Indonesia &#8211; From smart to open cities), <a href=\"http:\/\/localgov.up.edu.ph\">CLRG<\/a> (Philippines &#8211; Follow-the-money intiative), <a href=\"http:\/\/sinarproject.org\">Sinar Project<\/a> (Malaysia &#8211; Capacity and tools building in countries with limited data availability), and <a href=\"http:\/\/younginnovations.com.np\">Young Innovations<\/a> (Nepal &#8211; Bridging the current information gap between parliament, government agencies, and citizens).<\/li>\n<\/ul>\n<ul>\n<li><b>New project to introduce open data as a new tool in Banyuwangi<\/b>: we are working with <a href=\"http:\/\/transformasi.or.id\/tentang-giz\/\">GIZ Transformasi\u00a0<\/a>and\u00a0the <a href=\"http:\/\/mempan.go.id\">Ministry of Administrative and Bureaucracy Reform<\/a> to introduce open data to the local government and civil society in initially exploring issues like HIV\/AIDS, civil registry and school registration.<\/li>\n<\/ul>\n<ul>\n<li><b>Exploring open data as a tool to prevent corruption:<\/b> in Jakarta, we are also working with GIZ and the <a href=\"http:\/\/www.kpk.go.id\/\">Anti-Corruption Commission<\/a> to explore ways of <a href=\"http:\/\/labs.webfoundation.org\/projects-2\/open-assets\/\">making asset declaration data easily accessible and usable<\/a>.<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-1509 size-full\" src=\"http:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/12\/22379987390_d2841dd580_b.jpg\" alt=\"22379987390_d2841dd580_b\" width=\"1024\" height=\"682\" srcset=\"https:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/12\/22379987390_d2841dd580_b.jpg 1024w, https:\/\/labs.webfoundation.org\/wp-content\/uploads\/2015\/12\/22379987390_d2841dd580_b-300x200.jpg 300w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/li>\n<\/ol>\n<\/ol>\n<p>2016 is bound to be an exciting year ahead, with lots of new projects and progress happening for the Jakarta Lab.
