This was definitely <em class=\"markup--em markup--p-em\">not<\/em> your typical open data event. And by typical I\u2019m talking about lightning talks, multiple panels (even manels!), unconferences, technical trainings, hackathons, and other variations. Granted, activities have various objectives and are built for specific people in mind but what resonated with me was the question this event sought to answer. When the dust has settled and the cool swag and stickers have been distributed, we are faced with a consistent pain point\u200a\u2014\u200ais there anything else we can do to help practitioners, policymakers, and researchers do their open data work better and with more impact?<\/p>\n<p id=\"6f2d\" class=\"graf graf--p graf-after--p\">And that\u2019s where this innovative event comes in.<\/p>\n<p id=\"1222\" class=\"graf graf--p graf-after--p\">The event was a way to come up with an \u2018open data innovation toolbox\u2019 and the rationale of Open Data Lab Jakarta is \u201cto improve the design, practice and implementation of open data initiatives because we believe open data can help solve the region\u2019s most pressing social challenges.\u201d<\/p>\n<p id=\"bd66\" class=\"graf graf--p graf-after--p\">Apart from the novelty of bringing people with diverse knowledge and expertise to build practical tools (think <a class=\"markup--anchor markup--p-anchor\" rel=\"nofollow\" href=\"http:\/\/diytoolkit.org\/tools\/shadowing-2\/\" target=\"_blank\" data-href=\"http:\/\/diytoolkit.org\/tools\/shadowing-2\/\">worksheet<\/a>), the critical challenge was to ground our outputs in context and not forget why we\u2019re designing it.<\/p>\n<div align=\"center\">\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\" style=\"text-align: center;\">Pitches ongoing at <a href=\"https:\/\/twitter.com\/hashtag\/opendata?src=hash\">#opendata<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/innoweek?src=hash\">#innoweek<\/a>. Feedback hats a nice way to keep the room engaged <a href=\"https:\/\/t.co\/kT0V7YUadz\">pic.twitter.com\/kT0V7YUadz<\/a><\/p>\n<p style=\"text-align: center;\">\u2014 George Hodge (@lurglomond) <a href=\"https:\/\/twitter.com\/lurglomond\/status\/801634775115042816\">November 24, 2016<\/a><\/p>\n<\/blockquote>\n<\/div>\n<p><script async src=\"\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<figure id=\"5cf4\" class=\"graf graf--figure graf--iframe graf-after--p\">\n<div class=\"aspectRatioPlaceholder is-locked\"><\/div>\n<\/figure>\n<p id=\"cf9e\" class=\"graf graf--p graf-after--figure\">We likewise created and agreed on criteria for assessing what makes a good tool: a clear value proposition, resource efficient, accessible and usable, sustainability, and \u2018forkability\u2019 (meaning adaptable\u2026 we\u2019ve no idea if this is a real word!).<\/p>\n<p id=\"4338\" class=\"graf graf--p graf-after--p\">It was a meaningful and memorable learning experience for me and the three points below are a way to look back at the process of creation and collaboration with the innovators, the Jakarta Lab team, and coaches:<\/p>\n<h1>\u201cEvery Tool is a Weapon If You Hold it\u00a0Right\u201d<\/h1>\n<figure id=\"a7b9\" class=\"graf graf--figure graf-after--h4\">\n<div class=\"aspectRatioPlaceholder is-locked\">\n<div class=\"aspectRatioPlaceholder-fill\"><\/div>\n<div class=\"progressiveMedia js-progressiveMedia graf-image is-canvasLoaded is-imageLoaded\" data-image-id=\"1*SKMTDBsUYuodgmAQr5WBiQ.png\" data-width=\"996\" data-height=\"548\" data-action=\"zoom\" data-action-value=\"1*SKMTDBsUYuodgmAQr5WBiQ.png\" data-scroll=\"native\"><canvas class=\"progressiveMedia-canvas js-progressiveMedia-canvas\" width=\"75\" height=\"40\"><\/canvas><img decoding=\"async\" class=\"progressiveMedia-image js-progressiveMedia-image aligncenter\" src=\"https:\/\/d262ilb51hltx0.cloudfront.net\/max\/800\/1*SKMTDBsUYuodgmAQr5WBiQ.png\" alt=\"\" data-src=\"https:\/\/d262ilb51hltx0.cloudfront.net\/max\/800\/1*SKMTDBsUYuodgmAQr5WBiQ.png\" \/><\/div>\n<\/div>\n<\/figure>\n<p id=\"a280\" class=\"graf graf--p graf-after--figure\">This was the title of an <a class=\"markup--anchor markup--p-anchor\" rel=\"nofollow\" href=\"https:\/\/www.pioabad.com\/#\/every-tool-is-a-weapon-if-you-hold-it-right\/\" target=\"_blank\" data-href=\"https:\/\/www.pioabad.com\/#\/every-tool-is-a-weapon-if-you-hold-it-right\/\">exhibit of prints on silk scarves<\/a> that I saw a couple of years back. For some reason, that was the line that popped in my head at the end of the workshop. There are multiple ways to design, implement, and take stock of various open data initiatives. I\u2019ve seen that some open data practitioners\u200a\u2014\u200abecause of the autopilot mode of being in continuous implementation\u200a\u2014\u200aoften forget to take a few steps back, be critical of \u2018how\u2019 things were done, and assess the appropriateness of the tools used.<\/p>\n<p id=\"26ce\" class=\"graf graf--p graf-after--p\">If we are to make open data relevant in people\u2019s lives and address social inequities, the challenge begins with questions: What tools have I been using? What intermediate outcomes have these led to? What was the context when I used it? What factors helped or hindered when I used these tools? If appropriate, what tool am I missing so I can design\/implement high-impact open data projects? These are sample questions and I\u2019m sure there\u2019s more.<\/p>\n<p id=\"0dad\" class=\"graf graf--p graf-after--p\">The point? It\u2019s important to have a heightened awareness of the tools\/methods\/approaches you bring to an open data initiative. Know what it\u2019s for, what the limits are, and what your context calls for. I\u2019d like to think that if you know your \u2018weapons\u2019, you can pick which battle to wage and when to call for help.<\/p>\n<h1>There\u2019s No App For\u00a0That<\/h1>\n<p id=\"528c\" class=\"graf graf--p graf-after--h4\">At first, some of us struggled with our respective definitions of what an open data tool is. I suppose it didn\u2019t help that we\u2019ve been so used to various stories of \u201cThere\u2019s an app for solving x!\u201d or \u201cThere\u2019s a ___-a-thon addressing y!\u201d We had to disassociate the term with something that attempts to solve a problem ala if-then scenario. So when the discussion shifted to examples of what is meant by a tool (<a class=\"markup--anchor markup--p-anchor\" rel=\"nofollow\" href=\"http:\/\/diytoolkit.org\/tools\/\" target=\"_blank\" data-href=\"http:\/\/diytoolkit.org\/tools\/\">more<\/a> <a class=\"markup--anchor markup--p-anchor\" rel=\"nofollow\" href=\"http:\/\/metoder.mind-lab.dk\/en\" target=\"_blank\" data-href=\"http:\/\/metoder.mind-lab.dk\/en\">samples<\/a>), that sparked the energy burst to start working on it in time for our presentations so that we could all get feedback based on the criteria we agreed on.<\/p>\n<figure id=\"01df\" class=\"graf graf--figure graf--layoutOutsetLeft graf-after--p\" data-scroll=\"native\">\n<div class=\"aspectRatioPlaceholder is-locked\">\n<div class=\"progressiveMedia js-progressiveMedia graf-image is-canvasLoaded is-imageLoaded\" data-image-id=\"1*n37wyPXMQ57BjpdPzwlsMw.jpeg\" data-width=\"435\" data-height=\"262\" data-scroll=\"native\"><img decoding=\"async\" class=\"progressiveMedia-image js-progressiveMedia-image aligncenter\" src=\"https:\/\/d262ilb51hltx0.cloudfront.net\/max\/600\/1*n37wyPXMQ57BjpdPzwlsMw.jpeg\" alt=\"\" data-src=\"https:\/\/d262ilb51hltx0.cloudfront.net\/max\/600\/1*n37wyPXMQ57BjpdPzwlsMw.jpeg\" \/><\/div>\n<\/div>\n<\/figure>\n<p id=\"5a29\" class=\"graf graf--p graf-after--figure\">If you think about the term \u2018the devil is in the details\u2019, well\u2026 we were swimming in that space before we had our respective Aha moments for our tools. The process reminded me of the Design Squiggle, specifically the Uncertainty\/Patterns\/Insights mode.<\/p>\n<p id=\"4f65\" class=\"graf graf--p graf-after--p\">We didn\u2019t build a snazzy app with an awesome name but if the tools we made can help others thrive during the Uncertainty mode, such as making an informed decision on who to partner with for an open data project, isn\u2019t that quite powerful too? (Sidenote: we tried our best to make awesome names too!)<\/p>\n<h1>A Thinking\u00a0Space<\/h1>\n<div align=\"center\">\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\n<p dir=\"ltr\" lang=\"en\" style=\"text-align: center;\">Heading home inspired and energised after productive workshops at Open Data Inno Week Jakarta w\/ <a href=\"https:\/\/twitter.com\/ODLabJkt\">@ODLabJkt<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/InnoWeek?src=hash\">#InnoWeek<\/a> <a href=\"https:\/\/t.co\/pnNzZEQzY2\">pic.twitter.com\/pnNzZEQzY2<\/a><\/p>\n<p style=\"text-align: center;\">\u2014 Cam Grant (@camdgrant) <a href=\"https:\/\/twitter.com\/camdgrant\/status\/802665029984104449\">November 27, 2016<\/a><\/p>\n<\/blockquote>\n<\/div>\n<p style=\"text-align: center;\"><script async src=\"\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<figure id=\"16f1\" class=\"graf graf--figure graf--iframe graf-after--h4\">\n<div class=\"aspectRatioPlaceholder is-locked\" style=\"text-align: center;\"><\/div>\n<\/figure>\n<p id=\"30f0\" class=\"graf graf--p graf-after--figure\">Whenever I think about an innovation lab or a start-up, I have visual images of colorful bean bags, open space design, standing desks, and IKEA furniture. In my mind these were attempts to provide a series of \u2018anomalies\u2019 that sought to trigger a thought: this new environment would ask me to practice new behaviors.<\/p>\n<p id=\"6d3c\" class=\"graf graf--p graf-after--p\">Having the chance to co-create and learn with the 22 innovators and Open Data Lab Jakarta members was definitely an anomaly in my schedule. I\u2019m grateful for that opportunity because the Jakarta Lab provided us with thinking space\u200a\u2014\u200anot only a physical space that allowed us to bob balloons when we were mulling over a question\u200a\u2014\u200abut a chance to generate ideas, dig deep into our unique experiences, get challenged by difficult questions from our peers, and not be afraid to show a quickly created storyboard made of clay, legos, and cardboard cutouts. Then get hit by more questions and still survive the public presentations.<\/p>\n<p id=\"5e2c\" class=\"graf graf--p graf-after--p\">From that safe space of learning, we get to go home to test what we\u2019ve created and, in the process, generate more knowledge of what works, what missed the mark, and recalibrate.<\/p>\n<p id=\"bc2f\" class=\"graf graf--p graf-after--p\">I hope the Lab continues to play this unique role for open data in Southeast Asia. I hope this was just the beginning to have a networked community that aims to be more involved in open data innovation. Creating the space where innovators have a chance for <a class=\"markup--anchor markup--p-anchor\" rel=\"nofollow\" href=\"http:\/\/www.r4d.org\/blog\/2016-06-27\/how-define-and-categorize-innovation-labs#.V3FPyeZ5BnE.mailto\" target=\"_blank\" data-href=\"http:\/\/www.r4d.org\/blog\/2016-06-27\/how-define-and-categorize-innovation-labs#.V3FPyeZ5BnE.mailto\">\u201cin-person creative clashes\u201d<\/a> is crucial if we are to attempt doing open data work differently and with better impact.<\/p>\n<p id=\"5ca7\" class=\"graf graf--p graf-after--p graf--last\">(And there\u2019s no app for that.)<\/p>\n<\/div>\n<\/div>\n<p>&nbsp;<br \/>\n<\/section>\n<section class=\"section section--body section--last\">\n<div class=\"section-divider\">\n<hr class=\"section-divider\" \/>\n<\/div>\n<div class=\"section-content\">\n<div class=\"section-inner sectionLayout--insetColumn\">\n&nbsp;<\/p>\n<h1>Questions questions questions<\/h1>\n<p id=\"a012\" class=\"graf graf--p graf-after--h4\">This event was a great first attempt and I wonder if the questions below are helpful. I\u2019ve no idea if this has been done in specific sectors!<\/p>\n<ul class=\"postList\">\n<li id=\"427b\" class=\"graf graf--li graf-after--p\">How can this type of workshop affect those involved with designing, implementing, and evaluating open data and SDGs?<\/li>\n<li id=\"beaf\" class=\"graf graf--li graf-after--li\">Have crisis mappers \/ disaster mitigation \/ reconstruction and rehabilitation practitioners, policymakers, civic tech orgs, and researchers done something along these lines?
